Two details give it away: the row of silver buttons running down the front, and the layered ruffles that finish the hem. The Philippine dress is short, alive with white and blue motifs on a blue ground, and it moves a great deal.
Viscose georgette, belt and slip included
The fabric is a very light viscose georgette, which explains how the ruffles behave: they lift instead of collapsing. The sleeves are long, 62 cm, gathered at the wrists. The matching belt and the inner slip both come with the dress, so there is no lining to improvise.
How to wear it
In mid-season the plainest answer is the right one: navy opaque tights, boots, a black leather jacket cropped at the hip, the belt knotted to mark the waist. When the cold sets in, slide a fine roll-neck under the dress, leave the top buttons open, and put a long coat over it, belted.

Care
Dry cleaning is what the house recommends for this piece. Between wears, a pass of steam releases the creases without flattening the fabric. Keep it on a wide hanger, away from direct light. Avoid a thin hanger, which ends up marking the shoulders.
